# Supply chains are being rebuilt with resilience alongside efficiency

For decades global manufacturing was arranged around cost. Capacity concentrated wherever total cost was lowest, and that logic produced a highly specialised international division of labour.

In recent years firms have added a second consideration: certainty of delivery. A single prolonged interruption can wipe out years of accumulated cost advantage, which turns resilience into something that can be priced into a decision.

## Regional is not the same as domestic

The common adjustment is establishing regional capacity near major consumer markets, rather than repatriating every stage. Full domestic production is usually too expensive, while a regional footprint offers a compromise between cost and exposure.

That footprint places demands on the supplier network. Suppliers of critical components often need to establish nearby as well, or the regional plant still depends on intercontinental shipping and resilience has not actually improved.

## Inventory policy follows

Against the just-in-time ideal, firms now hold higher safety stock of critical inputs. This ties up capital while lowering the risk of a stoppage.

Defining what counts as critical has become the new management question. The usual tests are difficulty of substitution, concentration of supply and the breadth of impact if supply stops, rather than purchase value alone.
