The Annual Conference of Financial Street Forum 2026 opened in Beijing on October 20, with China's top financial regulators announcing a series of measures aimed at stabilizing financial markets and further opening the sector to the outside world.

## New measures for the capital market

Wu Qing, chairman of the China Securities Regulatory Commission, told the forum that the regulator has approved the registration of 18 actively managed exchange traded funds, and said the CSRC will refine how institutional investors are assessed while encouraging listed companies and major shareholders to buy back shares.

## A new liquidity tool for the bond market

Pan Gongsheng, governor of the People's Bank of China, announced a liquidity support facility for nonbank financial institutions, aimed at easing stress those institutions could face during periods of heavy redemptions, with a particular focus on bank wealth management subsidiaries and mutual fund managers.

## Financial opening measures move forward

Several opening up steps were announced alongside the stability measures: foreign banks will get expanded access to the standing lending facility, overseas institutions will be allowed to pilot participation in renminbi interbank foreign exchange trading, access under the Qualified Foreign Institutional Investor scheme will be further eased, and the Stock Connect program will be extended to cover real estate investment trusts.

## A shifting monetary policy framework

Pan also said the central bank is moving toward using the overnight repo rate as its main policy tool, while gradually phasing out the role of benchmark deposit and lending rates. Ding Xiangqun, minister of the National Financial Regulatory Administration, and Zhu Hexin, director of the State Administration of Foreign Exchange, also addressed the forum.

## A push for three science and innovation hubs

The forum also saw the release of guidelines supporting Beijing, Shanghai and the Guangdong-Hong Kong-Macao Greater Bay Area in building themselves into global hubs for science and technology innovation.
